HCC's Legal Services Program
HCC provides free legal services to eligible low and moderate income tenants, tenant associations, HDFC shareholders and other community organizations located in the Hell’s Kitchen/Clinton and Upper West Side neighborhoods. HCC provides legal services in the following matters:

Right to Counsel
In addition to our community work, HCC's staff attorneys represent tenants throughout Manhattan, following the historic campaign by the Right to Counsel Movement, which led to the passing of New York City's Right to Counsel (RTC) law in 2017. The law provides tenants in NYC who are under 200 percent of the federal poverty line with representation in housing court.

Eligibility
The Monday Night Legal Clinic is open to residents of all five boros who fall outside of income eligibility or live outside of HCC's service area.

You can be assured that anything you tell the attorneys, advocates and tenant organizers at HCC is fully confidential. We cannot disclose information unless you give us permission. Please be aware, gathering the necessary information and documents before you come in will save you and HCC staff time so that we can provide you with the best legal information and assistance possible.
