HCC provides free legal services to eligible low- and moderate-income tenants in the Hell’s Kitchen/Clinton and Upper West Side neighborhoods.

HCC’s Older Adult Program offers tenants ages 62+ living on the West Side of

Manhattan Assistance with Housing, Public Benefits, Consumer Debt, Advanced Directives and End of Life Planning 

Any New York City resident who does not qualify for HCC's legal services can visit HCC’s Legal Clinic, regardless of income or address. By appointment only.

HCC's Weatherization Assistance Program improves living conditions and helps conserve energy by installing energy-efficient systems in low-income buildings in the West Side of Manhattan.

We assist tenants in forming self-sustaining tenant associations. Through these associations tenants are able to assert their rights and obtain necessary repairs and stop landlord harassment.
